Salary: £44,543 – £48,953 per annum

About the role:

We are looking for someone to provide leadership, co-ordination, partnership working and strong communication skills to develop and continue the work of developing the Enterprise Zones. The role holder will work for and on behalf of the councils, and closely with the Local Enterprise Partnership (OxLEP) (particularly on inward investment), Oxfordshire County Council, developers, land owners and local businesses.


- Develop a detailed knowledge of the Enterprise Zones, including the landowners and developers. Understand the issues relating to each site and an awareness of what kind of investment opportunity it would be suited to.
- Generate and follow up on potential investment leads, working with OXLEP, DTI and other partners.
- Match and broker potential investors to the relevant sites with the site owners / developers.
- Undertake regular reporting to Cabinets / OXLEP.
- Develop a Continuity and Delivery Plan for the EZ and ensure the plan is implemented on time and in line with agreed budgets. Monitor the progress of the plan and respond to challenges and opportunities
- Lead the delivery of strategic commercial infrastructure projects with overall responsibility for successful delivery of the Enterprise Zone (EZ) Continuity and Delivery Plan, in conjunction with the Strategic Partnership Manager (also working closely with the Inward Investment Team at OxLEP).
- To manage and support the collective operation of Enterprise Zones to achieve defined targets, including the identification of investment needs.
- Contribute to business planning where dependent on Enterprise.
- Zone income and work with colleagues and partners to develop new models for investment and / or income generation.
- Maintain and enhance established partnerships with the Oxfordshire.
- Local Enterprise Partnership, the County Council and other key partners, including reporting to and providing executive support and management to, the Enterprise Zone Board sub-group of the LEP, which comprise of key partners and relevant authorities.
- In conjunction with the Project Officer, produce reports to the Enterprise Zone Board sub-group, giving strategic, policy and operational advice.
- Work closely with all relevant partners on the implementation of infrastructure projects – this to be reviewed regularly (not less than annually) with all partners.
- Continue to develop the EZ brand and work in conjunction with colleagues at OxLEP and other key partners on communications material that raises the profile of Didcot Growth Accelerator and Science Vale UK regionally, nationally and internationally.
- Identify the cost of infrastructure versus the values which could be achieved and whether there would be any forward funding of infrastructure to release the opportunity.
- Lead, and work alongside OxLEP and relevant government departments on inward investment opportunities and ensure there is a clear offer for the Enterprise Zone areas.
- Working closely with technical specialists across South and Vale and with County Council and OxLEP colleagues.
- Setting and monitoring the budget for the Enterprise Zones.
- Manage the Enterprise Zones Project Officer.

- Educated to degree level or above.
- Experience of financial management and cost control.
- A good understanding of the key drivers of the local economy.
- Able to demonstrate a high standard of financial knowledge.
- Thorough and able to deliver projects through to their conclusion.
- Skilled at relationship management and building.
- Track record of delivering programmes to high standards.
- Proven ability to work well across networks and partnerships.
- Experience of working with businesses / understanding business needs.
- Experience of working in complex political and stakeholder environments and managing public and private sector partnership boards.
- Highly developed interpersonal skills and the ability to interact and influence a range of stakeholders across public and private sectors.
- Project management experience with a sound track record of delivering targets and meeting deadlines.
- Exceptional written communication skills with experience of producing concise written reports with clear, well-argued recommendations and briefings for senior audiences.
- Strong analytical skills; ability to evaluate complex issues often with incomplete information and to devise effective, workable solutions.
